How do I get this guy to be my boyfriend?

I've been fooling around with this guy for about 2 months now and I am starting to get antsy. I'm very confused about this sitatuion because this guy obviously isnt opposed to that kind of commitment since he's had long term girlfriends but he hasn't done anything to try and advance our relationship much. Awhile ago he mentioned going out on a date sometime but he never followed through. I'm not sure what to do because I want to be in a monogomous relationship with him but I can't really tell what he wants and I don't want to scare him away by flat out telling him. The reason I'm so scared is because he often asks me if I'm seeing other guys and he makes comments about wanting to sleep with other women sometimes, but the other day he told me he was thinking of going celebate because he cant get off during (even though I can get him off). I'm sure he was referring to the many other girls he's hooking up with.... So how do I get this guy to commit with out being really blunt? This guy means the world to me and I can't imagine being with out him.
