Software to create entire virtual world?

If you want to code it from the ground up, why would you use a boxed creation tool? Such a plan would require an entire programming team, not just one coder plugging away. Warcraft is a virtual world, in as much as most people can access it without VR gear. And that game took alot of people to create.
